Skilled Nursing Quality Reporting Program (SNF QRP)
The IMPACT Act of 2014 requires the Secretary to implement specified clinical assessment domains using standardized (uniform) data elements to be nested within the assessment instruments currently required for submission by LTCH, IRF, SNF, and HHA providers. The Act further requires that CMS develop and implement quality measures from five quality measure domains using standardized assessment data. In addition, the Act requires the development and reporting of measures pertaining to resource use, hospitalization, and discharge to the community. Through the use of standardized quality measures and standardized data, the intent of the Act, among other obligations, is to enable interoperability and access to longitudinal information for such providers to facilitate coordinated care, improved outcomes, and overall quality comparisons. Even though the Act has been in place since 2014, many do not understand all aspects of the information nor how to read and interpret the reports. This is of even more critical import as the data is being published on Nursing Home Compare since October 2018. Julie Smith, BSN, RN, HNB-BC, RAC-CT
Julie joined our team in July of 2018. She brings over 23 years of leadership experience in long-term care, assisted living and home care. In her most recent role, she served as the Director of Quality and Clinical Outcomes for a large Continuing Care Retirement Community, specializing in Quality Assurance Performance Improvement (QAPI), program development, infection control, safety and disaster planning. Prior to that, Julie held the position of Registered Nurse Assessment Coordinator, Clinical Homecare Manager and spent many years serving as a Director of Nursing in the assisted living, sub-acute rehab and long -term care environments.
She is a graduate of Widener University holding a Bachelor’s of Science in Nursing, she is a member of the American Association of Nurse Assessment Coordination (AANAC) with certification as a Resident Assessment Coordinator (RAC-CT) and she is board certified in Holistic Nursing (HNB-BC).
Barbara Stadelberger RN, NHA, CHC
With over 42 years of operational and consulting experience in the healthcare industry, Barbara brings to PCCP a background with a focus in long-term care and experience in acute care and post-acute care. She previously served as the Director of Nursing and then as the Nursing Home Administrator at Paul's Run Retirement Home, a Lutheran-affiliated continuing care retirement community (CCRC). Her career includes roles as Nursing Aide and Licensed Practical Nurse in a nursing home in New York. She has also held the positions of Staff Nurse, Supervisor, Staff Development Instructor, Director of Nursing, and Vice President of Nursing at Northeastern Hospital. She maintains an active registered nurse license in PA and active nursing home administrator licenses in Pennsylvania and New Jersey.
Her expertise encompasses both operational and clinical areas including education and training of staff, survey readiness, staffing, quality assurance and improvement, QAPI, management of staff, nursing systems, MDS management, care planning, nursing rehab, responding to ADR's from your Medicare Administrative Coordinator (MAC), and oversight and management of rehab services in acute care as well as in the CCRC setting. During her career she was a lead staff member assigned to implement a hospital-based Electronic Health Record system. More recently, Barbara became a Registered Medical Coder to enhance her ability to audit and support communities in their coding and billing of claims.
Barbara is a member of the Health Care Compliance Association (HCCA) and holds her certification in Health Care Compliance (CHC).
Barbara holds a bachelor's degree in Nursing from Wagner College.
